Before us is a petition for certiorari filed by MIAA-NAIA Association of Service Operators against the above-named respondents, seeking to set aside the Joint Resolution[1] dated February 22, 2002 of the Ombudsman (herein public respondent) in Case No. OMB-0-01-1001. Petitioner contends that in issuing the assailed Joint Resolution finding no probable cause to warrant the filing of an Information against the private respondents, the Ombudsman acted with grave abuse of discretion amounting to lack or excess of jurisdiction.
