The question to be here decided is whether or not pictures portraying the inhabitants of the country in native dress and as they appear and can be seen in the regions in which they live, are obscene or indecent. Surprising as it seem, the question is one of first impression not alone in the Philippine Islands, but in the United States, Great Britain, and elsewhere. This will explain why a case which otherwise would be heard and voted in Division has been submitted to the court in banc for decision.
