Aquino installed her regime by issuing Executive Order (E.O.) No. 1,[1] creating the Presidential Commission on Good Government (PCGG). She entrusted upon this Commission the herculean task of recovering the ill-gotten wealth accumulated by the deposed President Ferdinand E.
