In Borja Jr. v. Commission on Elections, we held the requisites for the three (3)-term limit to apply, thus: "[I]t is not enough that an individual has served three consecutive terms in an elective local office, he must also have been elected to the same position for the same number of times before the disqualification can apply."[1] And in Lonzanida v. Commission on Elections, we reiterated these two (2) conditions which must concur for the three (3)-term limit to apply: "1) that the official concerned has been elected for three consecutive terms in the same local...
