Before us is a Petition for Review on Certiorari[1] under Rule 45 of the Rules of Court. It assails the February 12, 2001 Decision[2] of the Court of Appeals (CA) in CA-G.R. SP No. 61033, which dismissed petitioner's special civil action for certiorari and prohibition, and the March 21, 2002 Resolution[3] of the CA denying petitioner's motion for reconsideration.
