This is a petition for review on certiorari[1] under Rule 45 of the 1997 Rules of Civil Procedure
assailing the Decision[2] dated 07 November 2003 of the Court of Appeals in CA-G.R. CV No. 73460
which affirmed with modification the Decision[3] dated 17 September 2001 of the Regional Trial Court
(RTC) of Malolos, Bulacan, Branch 18 in Civil Case No. 915-M-97 for eminent domain.
