DISSENTING OPINION

*BRION, J.:

That no person shall be denied the right to life, liberty or property without due process of law, nor be denied the equal protection of the laws stands at the first section of Article III (the Bill of Rights) of the Philippine Constitution because it is the most basic. In criminal proceedings, the due process requirement is so zealously guarded that over and above what Article III, Section 1 provides, the framers of the Constitution still saw it necessary to provide under Section 14 of the same Article that "No person shall be held to answer for a criminal offense without due process of...
