NACHURA, J.:

The ponencia of Justice Peralta seeks to strike down an act of both the legislative and the executive branches-the law creating the province of Dinagat Islands. I register my dissent to the ponencia for I find this judicial interference unnecessary and, in fact, unwarranted in law. Petitioners have not presented a genuine constitutional issue requiring this Court's intervention. In petitioners' earlier and similarly-worded petition-G. R.
