Before us are two petitions for certiorari and prohibition assailing several orders of the Second Division (Division) of the Commission on Election (COMELEC) relative to its revision of ballots under Section 6, Rule 20 of its Rules of Procedure in the protests on the results of the local elections in 2007 in Tagaytay City.
