Which quasi-judicial agency has jurisdiction to hear and decide complaints for illegal dismissal against an adjunct government agency engaged in proprietary function? Should the complaint be lodged before the National Labor Relations Commission (NLRC) or to the Civil Service Commission (CSC)? This is the focal issue that needs to be resolved in this petition for review on certiorari assailing the Decision[1] and Resolution[2] of the Court of Appeals in CA-G.R. SP No. 84801 nullifying the Labor Arbiter's and the NLRC's rulings.
