This is an action of quo warranto originally brought in this court to determine the respective rights of the plaintiff and the defendant to the office of justice of the peace of Angat, Bulacan. The question at issue is the legal right of the Governor-General to transfer of justice of the peace of one municipality to another municipality, without the advice and consent of the Philippine Senate.
