Petitioner SPO1 Rimando A. Gannapao appeals the Decision [1] dated April 27, 2007 and Resolution [2] dated October 10, 2007 of the Court of Appeals (CA) in CA-G.R. SP No. 70605. The CA affirmed Civil Service Commission (CSC) Resolution No. 020487 [3] which upheld the decision of the Philippine National Police (PNP) Chief finding petitioner guilty of Serious Irregularities in the Performance of Duties, as affirmed by the Secretary of Department of Interior and Local Government (DILG), but modified the penalty of three months suspension to dismissal from the service.
