BENGZON, J., dissenting:

It is unnecessary to deliver at this time any opinion about the extent of the constitutional prohibition. Both parties having agreed to writer finis to the litigation, there is no obligation to hold forth on the issue. It is not our mission to give advice to other person who might be interested to give advice to other persons who might be interested to know the validity or invalidity of their sales or purchases. That is the work of lawyers and juriscounsults.

There is much to what Mr. Justice Padilla explains regarding any eagerness to solve the constitutional problem. It must be remembered...
