BRION, J.: 

I concur with the ponencia 's conclusion that Republic Act (R.A.) No. 9262 (An Act Defining Violence Against Women and Their Children, Providing for Protective Measures for Victims, Prescribing Penalties Therefore and for Other Purposes) is constitutional and does not violate the equal protection clause. As traditionally viewed, the constitutional provision of equal protection simply requires that similarly situated persons be treated in the same way. It does not connote identity of rights among individuals, nor does it require that every person is treated identically in all circumstances. It...
