I dissent and thereby join the Dissenting Opinion of my esteemed colleague, Justice Martin S.  Villarama, Jr.  In this Dissent, I further stress the grounds cited by J. Villarama on why: (i) the COMELEC-SMARTMATIC-TIM’s Agreement on the Extension of the Option to Purchase Under the Contract for the Provision of an Automated Election System for the May 10, 2010 synchronized National and Local Elections;  (ii) the Deed of Sale of March 30, 2012; and (iii) the COMELEC Resolution No. 9378 (approving the Deed of Sale) are null and void from the strict point...
