At issue in this case is the constitutionality of Section 92 of the Omnibus Election Code 1 which compels all broadcast stations in the country "to provide radio and television time, free of charge, during the period of the [election] campaigns," which the Commission on Elections shall allocate "equally and impartially among the candidates . . ."
