Before us is a petition for review on certiorari[1] filed by the Republic of the Philippines represented by the Secretary of the Department of Labor and Employment (DOLE) and the Administrator of the Philippine Overseas Employment Administration (POEA) assailing the Court of Appeals' September 24, 2012 Decision[2] and January 14, 2013 Resolution[3] in CA-G.R. SP No. 121332.
