The constitutional policy of speedy adjudication of cases demand that we now affirm or reverse the judicial findingof probable cause to hold petitioners for trial on the charge of estafa. Pepsi’s Number Fever Promotion, the root cause of the case at bar; was held way back in 1992. Since 1993, City Prosecutor Candido Rivera of Quezon City,RTC Judge Maximiano Asuncion and the Court of Appeals have uniformly found the existence of probable cause against petitioners.
