Before the Commission for resolution is the petition filed by Stronghold Steel Corporation (SSC) on July 21, 2011 relative to its billing determinant arrangement with the National Transmission Corporation (TRANSCO), with prayer for the issuance of a Cease and Desist/Status Quo Order.

Statement of Facts

SSC is engaged in the business of steel manufacturing that utilizes an Electric Arc Furnace. It is directly sourcing its power through the transmission system of TRANSCO (now National Grid Corporation of the Philippines [NGCP]).
