MORELAND, J., concurring.
 
I may briefly say, although the nature of the action is stated at length in the foregoing opinion, that it is an action by a shareholder of the Yangco Steamship Co. against the company itself and certain officials of the Insular Government for an injunction against the company prohibiting it from carrying dynamite on its ships and preventing the defendant officials from compelling the company to do so under Act No. 98.
