The Court is not oblivious to the great evils brought about by the proliferation of illegal drugs. The Court recognizes the necessity of adopting a decisive and resolute stance against the scourge of illegal drugs. Nevertheless, the need to eradicate the spread of illegal drugs in our society can never justify the subversion of the people's constitutional right against the presumption of innocence. Otherwise, in eradicating one societal disease, a deadlier and more sinister one is cultivated - the trampling of the people's sacred and fundamental rights under the Constitution. The State's...
