SEPARATE CONCURRING OPINION

ZALAMEDA, J.:

Director Danilo B. Enriquez (Dir. Enriquez), a director of a line bureau and a presidential appointee, claims immunity from administrative disciplinary proceedings instituted against him by the Secretary of the Department of Trade and Industry (DTI Secretary), particularly the creation of a Special Investigation Committee (SIC) and the imposition of preventive suspension.
