PER CURIAM:
 
The New Code of Judicial Conduct for the Philippine Judiciary (New Code) requires all judges to exhibit impartiality, competence and integrity in the performance of judicial duties. A judge who passes upon the innocence or guilt of the accused during a proceeding to determine probable cause, and exhibits manifest bias towards the accused, is unfit to remain as a member of the Judiciary.
