This is a Petition for Review on Certiorari with Prayer for the Issuance of a Temporary Restraining Order[1] (Petition) filed under Rule 45 of the Rules of Court, assailing the following issuances of the Court of Appeals (CA) Former Eleventh Division in CA-G.R. SP No. 127303: (a) the Decision[2] dated January 27, 2014 (Assailed Decision) which dismissed the Petition for Certiorari filed by the Republic of the Philippines (petitioner); and (b) the Resolution[3] dated August 28, 2014, which denied petitioner's motion for reconsideration.
