The Constitution guarantees that the right of the people to a speedy disposition of their cases before all judicial, quasi-judicial, or administrative bodies. The Court has shown that it is a staunch defender of this constitutional guarantee. However, the invocation of inordinate delay is not a magical phrase that when implored would automatically result in the dismissal of a criminal indictment. The person claiming that there was unreasonable delay must clearly show that the source of the lag in the disposition of their case is solely attributable to the State's ineptness.
