No less than the Constitution states that a member of the judiciary "must be a person of proven competence, integrity, probity and independence. "It is, therefore, highly imperative that a judge should be conversant with basic legal principles. When a judge displays an utter lack of familiarity with the rules, he or she erodes the public's confidence in the competence of our courts.
