Petitioner seeks the collection of his salaries in arrears as private secretary to Senator Ramon Diokno, one of the members of the Senate Electoral Tribunal. He has been duly appointed by Mr. Justice Paras, Chairman of the Tribunal, which authorized the appointment and fixed the salary for the position at P300.00 a month.

Under the rules of the Tribunal, the power to issue the appointment is lodged in its Chairman. The rules have been adopted in virtue of the powers held since 1936 to be inherent in the Tribunal Angara v. Electoral Commission, 63 Phil. 1395 and expressly recognized by Section 182 of the Election Code,...
