PARAS, J.: 

I concur in the opinion of Mr. Justice Tuason. I wish to add, however, the following observations: Even assuming, for the sake of argument, that the legislative intent is to make Commonwealth Act. No. 671 effective during the existence of the emergency contemplated there in and that it is within the exclusive province of the political departments to determine whether said emergency continues or has ceased to exist, I am of the conviction that, in view of the formal and unmistakable declarations of both the Congress and the President, said Act No. 671 should be held as having lost its force and effect.
