Upon complaint of Jose C. Zulueta, on January 28, 1955, the acting Provincial Fiscal of Iloilo accused Wenceslao Pascual, Teodoro M. Locsin and R. McCulloch Dick, before the Court of First Instance of Iloilo, of the crime of libel. The information alleged:

"That on or about December 26, 1953, in the province of Iloilo, Philippines, and within the jurisdiction of this Court, the accused Wenceslao Pascual as Governor of the Province of Rizal, the accused Teodoro M. Locsin as a staff writer of the weekly publication known as the 'Philippine Free Press', edited and published in the City of Manila and which...
