The merit of this appeal by the Republic of the Philippines from a lower court decision of October 17, 1966 which, after reciting that petitioner, now appellee, Lim Biak Chiao, possessed all the qualifications, and none of the disqualifications for citizenship and that he had complied with all the requirements of the law, granted his plea for naturalization subject to the provisions of Republic Act No. 530, is rather obvious.
