The present controversy revolves around the passage of House Bill No. 9266, which became Republic Act 4065, "An Act Defining the Powers, Rights and Duties of the Vice-Mayor of the City of Manila, Further Amending for the Purpose Sections Ten and Eleven of Republic Act Numbered Four Hundred Nine, as Amended, Otherwise Known as the Revised Charter of the City of Manila."

The facts as set forth in the pleadings appear undisputed:

On March 30, 1964 House Bill No. 9266, a bill of local application, was filed in the House of Representatives. It was there passed on third reading without amendments on April 21,...
