A petition for habeas corpus, seeking her release from detention, was filed on February 21, 1975 by Trinidad Herrera against respondents 1 all of whom are sued in their official capacity. The factual allegations follow: "Since February 19, 1975, at or about 3:00 o'clock in the afternoon, petitioner has been detained and restrained of her liberty by elements of the Metropolitan Police Command headed by one Lt.
