The Court sets aside respondent court's challenged resolutions dismissing petitioner's appeals from the trial court's joint decision as being patently erroneous. Petitioner Republic is exempt by decisional law from the requirement of filing an appeal bond and respondent court erred in nevertheless dismissing its appeals on the ground that it should have filed with the trial court a manifestation or motion for such exemption, which imposition is not sanctioned by any law or rule of procedure.
