BARREDO, J:

Two administrative complaints with four charges, the first three of them formulated by the Secretary of Justice, against Judge Alfredo Catolico of Branch III of the Court of First Instance of Cavite charging him with "serious misconduct and gross disregard of law"

It may be mentioned at the outset that the action taken by the Secretary of Justice must have been caused by the following portion of the decision of the Court in the case of People vs. Judge Alfredo Catolico, 38 SCRA 389:
