I concur in the result of the judgment in these cases, for although the main opinion sustains the authority of Circuit Criminal Courts to conduct preliminary investigations, it strictly ordains, however, that "as a matter of policy (sic) We enjoin the respondent Judge and other Circuit Criminal Court Judges to concentrate on hearing and deciding criminal cases filed before their courts." With such an imperious mandate, I am satisfied that Circuit Criminal Courts will not anymore do what I am fully convinced they are not legally permitted to do.
