This is an appeal filed August 23, 1965, from the decision of the CFI of Manila, Branch XIX, presided by Hon. Agustin P. Montesa, declaring petitioners as Filipino citizens and restraining respondent Commissioner from arresting or causing the arrest of petitioners and/or their deportation from the Philippines.

The facts of the case, based on a series of stipulations of facts submitted by the parties, are as follows:
