Records show that the areas under question are also involved in the Fishpond Application No. 5114 of Julian Santolan with the Bureau of Fisheries which is also contested by Antonio. It appears that upon request of the Director of Fisheries to the Bureau of Forestry for certification as to the availability of the areas for fishery purposes, the latter made investigation, inquiring at the same time into the claim of Antonio Lusin, made formally in writing, that he has improved the areas into a fishpond and has been in occupation thereof for more than 20 years.
