ANTONIO, J.:
 
I concur in the judgment, but dissent from the views expressed by Mr. Justice Fernando. In resolving the issues in the case at bar, the main opinion failed to consider Section 15 of Article XV of the Constitution. This provision, which ordains the inviolability of the separation of Church and State, appears more relevant to the case at bar, if we consider the constitutional guarantee of religious freedom in its historical setting.
