FERNANDO, C.J.:

A provision of the present Constitution, both innovative and mandatory, reads: "No elective public officer may change his political party affiliation during his term of office, and no candidate for any elective public office may change his political party affiliation within six months immediately preceding or following an election." 1 It had been invoked and had been applied in appropriate cases by respondent Commission on Elections. 2 As could be expected, the losing party thereafter filed certiorari proceedings in this Court.
