To set them forth briefly, among the issues in these instant cases, which this Court has already resolved with finality in the Talisay-Silay case are the following:

That Republic Act 809, as a social legislation founded not only on police power but more importantly on the social welfare mandates of the Constitution, is undoubtedly constitutional in all its aspects material and relevant to the instant cases. We deem it would be a fruitless exercise for Us to rediscuss and belabor that point here.
