Presidential Decree No. 824 1 was a response to a felt need for a "central government to establish and administer program and provide services common to" the cities of Manila, Quezon, Pasay, and Caloocan as well as thirteen municipalities 2 in the surrounding area. It is worth noting that such a problem was by no means unique and confined to the Philippines.
