I fully concur with the masterly opinion of Mr. Justice Narvasa. In the process of disposing of the issues raised by petitioner BASECO in the case at bar, it comprehensively discusses the laws and principles governing the Presidential Commission on Good Government (PCGG) and defines the scope and extent of its powers in the discharge of its monumental task of recovering the "ill-gotten wealth, accumulated by former President Ferdinand E. Marcos, his immediate family, relatives, subordinates and close associates, whether located in the Philippines or abroad (and) business enterprises...
