At the time of the incidents leading up to his prosecution and conviction in the case subject of the present appeal, petitioner Ricardo Roxas was the acting postmaster of the barrio of Musuan in the Municipality of Maramag, Bukidnon. Before that, he had been a mere postal clerk in the Cagayan de Oro City Post Office, a college undergraduate with no experience about the work of a postmaster whose functions, to a major extent, involve the keeping, receipt and disbursement of public funds for which he is accountable.
