On May 23, 1902, a complaint was filed in the Court of First Instance of the city of Manila against Fred L. Dorr and Edward F. O'Brien, charging them with the publication of a false and malicious libel against Señor Benito Legarda, one of the United States Philippine Commissioners, by placing certain headlines or caption above an article published in the "Manila Freedom," a newspaper in the city of Manila, of which the defendant Fred L. Dorr was the proprietor and the defendant Edward F. O'Brien was the editor.
