On the 3d day of November, 1910, the plaintiff commenced an action against the defendants in the Court of First Instance of the Province of Ambos Camarines, for the purpose of recovering the sum of P100,000 as damages resulting from an alleged libelous publication.

The complaint alleged that the plaintiff was a citizen of the municipality of Nueva Caceres, Province of Ambos Camarines, and was, at the time of the commencement of the action, governor of said province.
