CRUZ, J:

The Court is once again called upon to determine the validity of an employee's dismissal. The facts leading thereto are briefly narrated.

Sometime in September, 1984, when petitioner Pangasinan III Electric Cooperative, Inc. (PANELCO) was on the brink of bankruptcy, the National Electric Administration (NEA) took over its management. Among the initial measures it adopted were the performance audit of all PANELCO's employees and the inspection of the kilowatt hour meters of all its consumers, including its employees.
