Eleven workers were illegally dismissed in 1984. In 1988, the Labor Arbiter ordered reinstatement and payment of three years' backwages. In 1990, the workers received backwages corresponding to three years. But until now, they have not been reinstated and the employer utterly opposes any further claim for backwages on the ground that its liability cannot exceed three years' backwages. Briefly, this is the scenario of the case before us.
