In a sworn letter-complaint dated April 27, 1993, Vicente T. Tan charged Judge Job B. Madayag of the Regional Trial Court of Makati, Branch 145, and Servillano E. Banayad, Jr., then acting officer-in-charge of the branch, with neglect of duty.
