On April 4, 1989, appellant Jean Bobbonan Balingan was arraigned and pleaded not guilty 1 to the charge of Violation of Sec. 4, Art. II of Republic Act No. 6425, otherwise known as "The Dangerous Drugs Act," under an Information, dated October 24, 1988, which alleges:
