Before us are consolidated petitions for prohibition and declaratory relief with a prayer for temporary restraining order involving the issue of whether the People's Law Enforcement Board (PLEB) has jurisdiction over complainants filed by PNP personnel against their superiors.

The salient facts bearing on these petitions follows.

In the first case (G.R. No. 109638), petitioner, police superintendent Florencio D. Fianza was assigned as Provincial Director of Benguet (including the City of Baguio) with headquarters at Camp Dangwa, La Trinidad, Benguet. 1
